*  Persistent extra-budgetary spending.

* The withholding of funds legally earmarked for the Assembly Service Commission.

* Failure to comply with the Supreme Court judgement regarding the financial autonomy of the legislature.

Following the notice against the Governor, the Deputy Leader, Hon. Linda Stewart, presented a separate notice of gross misconduct against the Deputy Governor, Prof. Ngozi Odu.

The allegations leveled against the Deputy Governor include:
Reckless and unconstitutional spending of public funds.

* Obstruction of the House of Assembly in the performance of its constitutional duties.

* Collusion to allow unauthorized individuals to occupy public offices without screening by the legitimate House of Assembly.

* Presenting budgetary requirements to an unauthorized group rather than the constitutionally recognized Rivers State House of Assembly.
